Building a shared bridge over busy Toorak Rd on the Outer Circle Rail Trail in Melbourne was not one of the state government’s New Year’s resolutions, thanks to Victoria’s massive public works program and ballooning debt. A bridge adjacent to the Alamein Line one was last proposed by the City of Boroondara in 2008 to avoid a steep descent and nightmare navigation across Toorak Rd, which is also a tram route. The proposal was initially costed at $4 million, but that guesstimate had jumped to $8 million by the time the Liberal Opposition promised to build it before the 2022 election.
Three years later, Transport Victoria has come up with a “high-ball” figure of $30 million, with a major portion of that cost being the need to shut the adjacent tram and railway lines during major works. Ironically, the Alamein Line, the only remaining section of the former Outer Circle Railway, is one of very few to escape the disruptions of the state’s Level-Crossing Removal Program (LXRP) as the line doesn’t have any. It does have a tortuous pedestrian level crossing west of Toorak Rd that would not have been eliminated by the shared bridge. The department will now focus on one of the alternative proposals, which was to bypass that pedestrian level crossing by building a gentle descent to Toorak Rd on the eastern side of the railway line and a second pedestrian crossing, with signals synchronised with the ones on the existing one further west. The department has promised to include other “safety and amenity” improvements on either side of Toorak Rd in its design.
Meanwhile, residents’ hopes for an area of public open space and a trailhead at the Fairfield end of the Outer Circle appear doomed, with the site now earmarked for a fire station facing Heidelberg Rd and low-cost housing under the Small Sites Pilot Program. The Friends of Fairfield-Alphington Rail Spur had been clearing and planting along part of the rail corridor while the rest has been used as an level-crossing removal ballast storage area.
